An order of arrest of an escaped prisoner was issued for Dawson on August 8, 1991, by the State of Oregon Department of Corrections. A federal arrest warrant charging Dawson with unlawful flight to avoid prosecution was issued on April 20, 1999, in the United States District Court, District of Oregon, Portland, Oregon. Remarks: Dawson has a military background and training. He may have altered his appearance using plastic surgery and hair dye. Dawson has ties to California, Louisiana, Illinois, Wisconsin, and the Philippines.
